Case study: Greater Peterborough Health Investment Plan

Overview

The Greater Peterborough Health Investment Plan brings together a strategic vision of providing improved health services to the population of Greater Peterborough. Key to delivering modern health services from the appropriate setting is the development of a new acute hospital which consolidates services from both Peterborough District General Hospital and the Edith Cavell Hospital. A new mental health unit will also be developed on this site to provide a campus which meets all the acute health needs of the community.

To ensure that only appropriate services are delivered from this site, the development of primary and community care services and facilities is also underway. This will include the provision of an integrated care centre on the old Peterborough District Hospital Site. The integrated care centre will provide inpatient rehabilitation services, outpatient services, children’s services and a minor injuries unit supported by imaging and other diagnostic support facilities.

Our approach

Capita was appointed to provide health planning advice to the Greater Peterborough Health Investment Plan. The scope of the commission was to work with the project team to:


  • Identify and define new models of care
  • Undertake capacity planning work to ensure the right facilities would be provided in the right locations
  • Develop project briefing documentation
  • Support the procurement process and to provide ongoing procurement advice throughout the selection process of a preferred PFI partner
  • Continue to work with the NHS Project Team and the preferred commercial partner until completion of the design development process.


During commission this role was extended to include:

  • Advice on and the facilitation of the evaluation of design proposals
  • Provision of training to project team members, clinicians and management leads on how to read drawings, understand design and participate in the evaluation of design proposals
  • Drafting of strategic context, local context and models of care chapters for the outline business case.

What we delivered

To support this project Capita’s multidisciplinary team provided:

  • Experience of fulfilling this role in comparable health projects
  • Specialist knowledge of health building note guidance and current best practice
  • A clear understanding of the most recent developments in the field (e.g. emergency /elective patient flows, integrated children’s services, 24-hour ambulatory care models, case for single room accommodation and understanding of the concept of evidence-based design)
  • A brand new model of care was created through examination of national and local needs and priorities with a wide range of stakeholders.
